Technical Assistance for Mass Campaign Behaviour Change Communication

Background

Malaria is endemic in Liberia and the entire population of more than 3.47 million is at risk of contracting the disease. Children under five and pregnant women are the most affected groups and malaria prevention should be a priority for these vulnerable populations. Although some level of progress has been in the prevention and control of malaria especially the knowledge about the disease in Liberia since 2005 to now. However, the country is facing serious challenges of transforming the knowledge to behavioural change, hence, the low ownership and usage of mosquito nets amongst the population.

In light of this, the National Malaria Control Program (NMCP) of Liberia would like to engage a Behaviour Change Communication Technical Assistant to support the Communication sub-committee for our up-coming Mosquito Nets Distribution mass and ANC campaign. 

 

Purpose

To provide technical support in the planning and effective implementation of advocacy, social and behaviour change communication activities for the upcoming mass campaign. The TA will work closely with the Chairman and members of the Communication sub-committee at the NMCP.

 

Key responsibilities

  • Evaluate the existing BCC documents for both routine and mass distribution in terms of their appropriateness and effectiveness, and give practical recommendations.
  • Support the team to update the current Campaign Communication and Advocacy Plan in line with results from the most recent KAP and other surveys undertaken in the country.
  • Suggest appropriate and acceptable cost-effective strategies to motivate local communities to participate in campaign registration and distribution activities, and  in the proper use of mosquito nets Provide technical support to the National Team in the development of malaria training materials, data collection tools and job aids for Community Health Volunteers involved in the mass campaign.
  • Support the National Campaign communication sub-committee in the review/development of guidelines and materials for conducting community dialogues and community mobilization activities to support distribution and use of LLIN.

 

Key Deliverables:

  • Finalize Campaign Communication and Advocacy Plan, including chronogram
  • Review and revise training materials for Community Health Volunteers
  • Review and revise guidelines and materials for conducting community dialogues/meetings, including job aids

 

Requirements:

  • A post-graduate degree in public health, communication, development of social sciences with proven experience in the field of health education, healthy behaviour promotion, community mobilization, including  national policies, strategies, and/or guidelines development;
  • Strong experience in the implementation of community participatory approaches;
  • Strong experience in developing communications strategies, BCC packages, IEC materials, and training materials targeting low literacy populations;
  • Work experience in sub-Saharan Africa; Liberia experience preferred
  • Excellent writing and presentation skills in English language;
  • Good analytical and communication skills
  • Be able to provide out of country and in country technical support and guidance to the communication sub-committee

 

Timeline (In country)

The TA is expected to provide in country support during the period of August 1-20, 2014. However, after the identification of the TA, materials/messages would be sent directly to that person for inputs and or advice prior to the arrival in country in August. The total number of days worked is expected to be 20, with 2 days of proposed distance-support and 18 days in-country, to be agreed between consultant and the coordinating committee.
